In the referendum of May 2006, the people of Montenegro decided to move on as an independent country. Previously, it had been part of the Serbia-Montenegro state Union. As an independent state Montenegro is capable of carrying out reforms much faster, establishing a stable economy, meeting the conditions that will result in entering the European Union. The European Union and Montenegro have concluded the first stage of negotiations leading to EU membership. The so-called Stabilisation and Association Treaty has been signed: the first step to a full-fledged membership. In anticipation of further negotiations Montenegro has been advised to carry out a number of reforms, especially aligning national law and European Union law and regulations. The accession negotiations started in 2012 and the process is expected to be completed in 2021.

In comparison with other Mediterranean holiday spots the prices of land in Montenegro are relatively cheap, despite building lots being scarce as a result of the formation of the mountainous landscape and protected scenic areas. Moreover, the tax system is one of the friendliest in Europe. As of May 2016, both Corporate Tax Rate and Personal Income Tax Rate stand at 9 %, and transfer tax is 3 %.
